Censorship-resistant "dark stablecoins" may see increasing demand amid tightening regulations, according to the CEO of crypto analytics firm CryptoQuant. In a May 11, 2025 post, Ki Young Ju warned that any stablecoin issued by a country could soon face strict government regulation, leading to automatic tax collection, wallet freezes, and mandatory identity verification, potentially driving users toward censorship-resistant alternatives.

Dark stablecoins could emerge in two primary forms: as algorithmic stablecoins maintaining value through algorithmic mechanisms rather than being pegged to external assets, or as stablecoins issued by countries that don't censor financial transactions. While the United States is weighing stablecoin legislation and the European Union has implemented MiCA regulations, Tether (USDT)—once considered censorship-resistant—could become a dark stablecoin if it refuses to comply with US government regulations in the future. Meanwhile, projects like Zephyr Protocol and PARScoin are adapting privacy technologies from Monero and Zcash to ensure stablecoin anonymity, as the market cap of US dollar-denominated stablecoins crossed $230 billion in April 2025, representing an increase of 54% since last year, with Tether and USDC dominating 90% of the market.

According to a Citigroup report, total stablecoin volumes reached $27.6 trillion in 2024, exceeding the combined volumes of Visa and Mastercard by 7.7%, highlighting stablecoins' growing role in the global financial system. However, increased governmental oversight could significantly alter the stablecoin ecosystem, potentially forcing new decentralised and private alternatives into the market that allow users to protect their assets from government interference, freezing, and other forms of financial censorship.
